You will need paintshop pro-i used X4
and the listed kit above and tube choice(tube i used is listed above)
plugins you will need is Xero(porcelain and Bad dream)

Open a new canvas size 650x650

Open paper 15-copy and paste-add new raster layer.  Open your tube choice(close up if you have)-copy and paste-change to luminance(L)-opacity 50-duplcate-add new raster layer.  Open frame 2-rotate to the right about 5 degrees and resize about 5 %-copy and paste- add new raster layer-now go down to your paper and tube layers and erase any extra crap outside of the frame.

Open Ribbon 2-rotate to the left about 90 degrees-copy and paste-add drop shadow(black)-add new raster layer.  Open ribbon 1-rotate about 90 degrees to the right-copy and paste-add drop shadow(black)-add new raster layer.  Open stars element-copy and paste-add new raster layer.  Open candle element-resize about 20%-copy and paste-add new raster layer.

Open bunny element-copy and paste-add new raster layer.  Open your tube choice again if you dont have it still opened-resize to your liking if needed-copy and paste-merge all layers together. If you need to resize your tag now is the time to do so.

Go up to effects-plugins- Xero-Porcelain(all colors to 0, change the strength to 73)-Xero-Bad Dream( 128, 49, 0, 0, 0, -18, -9)  You can add a mask if you'd like, i did to give the tag a bit more to it.  Add all correct copyrights, your text and your all done.
