Using the beautiful art of Neoracer and a matching 

scrap kit  from Hania's Designs

Both of which you can find at Scraps and The City.

To Get Started you will need the following:

Paintshop Pro- I used X4 but any should do

The tube and kit listed above

Plugins-Xero(Porcelain and Bad Dream)

Open a new canvas size 750x750(you can resize later)

Open element 83-copy and paste x2-Add new raster layer. Open element 86-copy and paste-add new raster layer. Open paper-01-copy and paste-add new raster layer.  Open elements 58, 90, 06,17-resize all by 20%-copy and paste in that order-add new raster layer. Open element 37-copy and paste-add new raster layer.

Open Element15-resize about 20%-copy and paste-add new raster layer. Jump back down to your paper layer and erase any extra paper around ele15. Go back up to your new blank layer-open your tube choice-resize if needed-copy and paste-merge all layers together-if you need to resize your tag now is the time to do so.

Go up to effects-plugins-Xero-Porcelain(all colors to 0, change the strength to 73)-Bad Dream(128,73,0,0,0,12,6)-add all correct copyrights-your text and your all done.....
